Turkmenistan

Turkmenistan’s government is continuously investing in oil and gas, to modernise and expand the electricity and heat sector by 2020. Moreover, the energy sector is almost fully subsidised, with citizens receiving free electricity, heat and gas up to a certain level of consumption, until 2030, but the government is taking steps to reduce subsidies to curb domestic demand and increase exports. Turkmenistan is part of the EU4Energy Progamme, an initiative focused on evidence-based policymaking for the energy sector.

  • Foster co-ordination and synergies for the development of all sources of energy

    Streamline the energy sector governance by improving transparency in statistics and information-sharing among government institutions and with international partners.

  • Develop robust energy-saving and energy efficiency policies

    In order to curb domestic demand growth and allow for increased exports and the diversification of export routes, develop a legislative framework. Encourage the deployment of advanced energy-efficient technologies in all sectors of the economy.

  • Prioritise the removal of fossil-fuel subsidies

    Continue to phase out energy subsidies while protecting the most vulnerable end users.

  • Support investments in renewables

    Develop clear, transparent and reliable mechanisms for encouraging renewable energy investments.
